I'm trying to find information about the history of VoIP. I did find
one web page that said that it was first developed by "a few hobbyists
in Israel." Does anyone have any details on this? It would be nice to
know their names and what their thinking was behind their work (what
prompted them to do it, what their goal was, whether they felt they
succeeded).

Any details are appreciated.

You need to look back to 1977 and earlier to find the beginning of
VoIP.
