cam in use by another program |

I get the same message under a different circumstance with NetMeeting
and other video chat/conference applications in regards to my webcam.
Message says cam in use by another program. Trigger for this is a
crash by video chat.conference application and then trying to reload
same or different application and I try to open cam. OS is WIN2k.
Opening task manager reveals that cam is not in use. Only way
to get cam back in application is to completely reboot computer.
Is there an easier way?
