I'm searching for a free IP video phone (SIP based) tetsing tool. Could
some one let me know where I can find that.

Polycom PVX software is SIP enabled and a demo version is available for download from the Polycom website. It is full featured but limits you to 5 minute calls until you purchase a license key.
