Help creating GRE tunnel between ARN |

I have a problem setting with setting up a GRE tunnel between two ARN
routers. I have a tunnel set up and "show ip circuit" on both routers
show the GRE tunnel to be set up. I have tried static routes but
no traffic goes through the tunnel. From each router I can ping the
public IP of either end of the tunnel. On each router I can ping the
local end of the tunnel interface.
Since the GRE tunnel going each way is up I suspect it's a routing issue.
Does anyone have some debugging hints?
