Has anyone done a Dial Backup implementation between a Cisco
and Bay routers. Or has anyone heard if such is possible.
What I can able to determine from monitoring the modems,
they connect but don't complete authentication.

Yes, many have done it. It works fine. Check the logs.

$ log -ffitwd -eSWSERV -ePPP
