There is no need to be logged into the same or any server.
http://www.meetingbywire.com/NetMeeting101.htm has a discussion of how ILS
servers and other aspects of NetMeeting call initiation work.
One possible complication -- if you are behind a router of some kind it
will be necessary to use the dmz feature of the router ( with suitable
local software firewalling) to have full two way audio/video calls.

I don't know what servers you are referring to -- Microsoft hasn't run an
ILS server since 1999 and hasn't included a default server list in NM
versions since that time. What version of NetMeeting are you using?

http://www.netmeetinghq.com has a list of (mostly) working 3rd party
servers if you choose to use an ILS server.
