I've got a broadband connection and have successfully set up MS NetMeeting
on a LAN to contact the only other member. However I now want to try to
contact people who have modem connections, over the net. Do we all have to
be logged into the same server? The 7 or 8 servers listed under MS
NetMeeting yields no contacts at all. Where do I find a server that has
contacts? What do I have to do? In simple terms please! Thanks

There is no need to be logged into the same or any server.

http://www.meetingbywire.com/NetMeeting101.htm has a discussion of how ILS
servers and other aspects of NetMeeting call initiation work.

One possible complication -- if you are behind a router of some kind it
will be necessary to use the dmz feature of the router ( with suitable
local software firewalling) to have full two way audio/video calls.

I don't know what servers you are referring to -- Microsoft hasn't run an
ILS server since 1999 and hasn't included a default server list in NM
versions since that time. What version of NetMeeting are you using?

http://www.netmeetinghq.com has a list of (mostly) working 3rd party
servers if you choose to use an ILS server.
