I just had a friend report in the Northern Virginia area that Verizon
refused to sell her DSL service because they were "at capacity" and
couldn't sell any more accounts.

Any one else hear about this? And am I being naive or does it seem odd
that a large telecom servicing a major metropolitan area (the US
Capitol region no less) is having "capacity" trouble?

It could just be that the DSL equipment frame in her CO was full and
they hadn't yet expanded it.

I wanted to get DSL for a small office a few towns over. Verizon told me
the same thing but after some probing I found they were adding additional
equipment in the CO and was advised I could order service in 3 weeks.
