baystack 5520 and declat vlan

we have a newly routed network of 5520s acting as routers. Some of the
sites that are routed have OpenVMS machines running decnet suite of
protocols specifically lat. Initially after getting the routed network
in (the declat vlan on all routers is applied to all ports on all
routers) the lat worked I could print to lat printers and use "set
host" to connect to nodes , now I cant?
A packet sniffer reveals type 6003 and 6004 packets decnet DNA routing
and declat... but I still cant "set host" to these routers
any ideas

made another VLAN that allowed decnet using header 6003 now it works
