We have ADSL and are having some problems with people hearing us.

We were thinking that switching to SDSL would help. Is SDSL generally
better? And is the CIR higher?

Also, any general recommendations on improving our VoIP when using DSL as
the Internet connection?

What you need is any net vendor with better connectivity to the
outside world. Voice over IP is not a very demanding application.

One such vendor at least in California is DSL Extreme.
