Of course however a GE WAN uplink might be a little
undersized :-)

A gig uplink will be more than enough assuming it is not
currently saturated with other traffic.

Check out http://www.packetizer.com for an overview
of h.323 and sip. These are two common signalling
protocols for IP conferencing.

suppose i want to have 2 simultaneous desktop video conferencing
sessions of 384kbps and internet browsing...
is 1gbps of bandwidth not sufficient??
also how can i calculate effective throughput of any IPVC
session...(if there is any such thing?)

A gige uplink has sufficient bandwidth for this type of application.
Effective throughput is not really the issue. Two stations operating
at 384kbps each consume very little bandwidth. Such a session
can easily be setup using 10Mbps connections. The issue will be
how lossy and how much jitter exists in the network. Check out the
packetizer site for more details. Also most equipment manufacturers
provide specs on their equipment.
