I'm trying to reach a different company's Cisco PIX-based firewall via
the Windows built-in L2TP/IPSec VPN client functionality from a
corporate network protected from the Internet by a Watchguard Firebox
firewall. I can reach this PIX from other public IPs, but not from
behind the Firebox.

Does anyone know how to configure the Firebox to allow non-Watchguard
remote-user VPN connections going outbound to non-Watchguard VPN
servers?

You need a rule that permits the ports/protocols used in/out from the
network - we did this using a internal computer at a fixed IP so that
the rules would allow in/out from IP to IP.
