Not that I can see on "sntc01"; but I wouldn't know about "snfc21".

All that I did was go to http://www.grc.com and request an external port
probe against just port 80 of my system. If SBC was blocking port 80, I
would never see the probe in my logs.
When I request the test against these ports: 134-140, 444-446, 1023-1026,
this is what I get:

This outlines SBC's policy regarding outbound port 25 connections.
Currently, the blocks only seem to be in place in the Houston region of
Texas, and the S.L.O.-Santa Maria region of California, though.
There are no such policies posted on the site, that I can find, regarding
port 80.
