It turns on it's own firewall, which can cause problems. Note that it is
turned on by default. You need to turn it off, but only after you've
enabled a decent firewall like zonealarm, tiny personal or sygate personal.
Search help for firewall, if you need to turn it off. -Dave |

Ah, but that's a special case. That is talking about p2p software (and the
problem is usually bittorrent programs) which opens /lots/ of connections,
SP2 has an enforced limit on the number of connections you can make. This
is a security measure from MS and to circumvent it you need to modify a
system, not recommended for the inexperienced.
Anyway you asked if SP2 slows down your connection and my answer still
stands, no. My qualification is that it's on a standard system with nothing
but a single download running, I have SP2 on all my XP systems and it runs
at maximum speed, I've even run eMule on some of them without problems.
If you're having problems with bittorrent programs then that 'fix' might
solve your problems. If you read the article that you've posted a link for
you'll actually see that the connection limit doesn't affect the download
speed of eMule only the time it takes to connect to other users.
