Hi.

I am looking for lower end load balancing device to share 2-4 adsl
connections into our network. Some may be static IP, others dynamic. Needs
to be able to route packets from ADSL to our public IP addresses. Also needs
to load-balance outgoing web requests and responses between various adsl
connections.

Would Cisco have anything available for under $1000 for education market in
Australia?

Yep, It's a Linksys device...

Model RV042 10/100 4-Port VPN Router

Features dual Internet ports for load balancing and connection
redundancy

It's less than $200
