I am trying to use the latest version 4.7_640 on FC4, I am using a
2.6.12-1.1398_FC4 kernel. and the end point is a Cisco 3000 VPN
concentrator.

Establishing the connection is not very reliable. When is works, it
seems to work fine.
After rebooting the client, the first connection is just about always
successful. Subsequent connections are pretty hit and miss. One gets,

"Initializing the VPN connection."

and then nothing, as opposed to getting the next line

"Contacting the gateway at x.y.z.z"

I have tried unloading and reloading the kernel module, this often but
doesn't always work. In some cases when it does work, there is a long
~60-90 sec delay between the above two lines.

I am using UDP over a dialup, but have had the same thing happen with
TCP Tunneling over TCP from a DSL connection as well. The client is
being started by root

Any assistance would be greatly appreciated.
