Succession 3.0, w/Signaling Server, I have one node setup with two
media card and 2 ITG-P cards. I am getting jitter warning on one of the
media card. Is there a way to adjust the jitter on one card, instead of
the entire node?

You could try SetLoadBalance (I think that's the command line, look it up in
the help menu to be sure) to balance the ipset load across all cards in the
node. Chances are the card that is giving you the jitter warning is the
card most heavily loaded.
