There could be a number of reasons. Does this happen with all partners?

If there is no audio/video either way the most likely cause is that a
"secure" = data only call is being made. It is possible that one end is
behind a NAT (are you or the other end behind a router?) preventing incoming
audio/video and that the other end ( running XP) is experiencing a problem
with the "QoS Packet Scheduler" ( problem in XP only).

If you give us some more information about the operating systems in use, the
network situation, firewalls in use somebody may be able to help you
pinpoint the problem.

Well with XP I would check that the "QoS Packet Scheduler" for the Local
Area Network connection is disabled ( assuming you are using some sort of
broadband connection over ethernet). That could cause no outgoing
audio/video. Have the other end check as well.

I have no idea about your inability to connect(or your previous problems
with other operating systems) - how is this attempt to connect being done?

i disabled QoS Packet Scheduler but still the same.

How did you disable the "QOS Packet Scheduler"? It should be unclicked in
the properties of the Network Interface Card -- is that what you did?

How you connect should have no bearing.

So the other end still gets no audio/video. And this happens with all
parties?

I assume you are not making a secure = data only call( which would force no
audio/video either way) and also nothing at the other end is forcing a data
only call.
