Who are you trying to call and how are you attempting the call?
Some things that come to mind:
1) you are attempting call at incorrect IP address
2) the party you are calling is behind a NAT ( router, firewall, dsl modem)
at a private unreachable IP address
3) the party you are trying to call is not running NetMeeting to field the
call
4) the party you are calling is running a software firewall that is not
configured for incoming NetMeeting calls.
