currently whsn I ssh in and login to RW I get

NTCRTR>?
Exec commands:
enable Turn on privileged commands
exit Exit from the EXEC and end the current session
help Description of the interactive help system
logout Exit from the EXEC
show Show running system information
terminal Set terminal line parameters
NTCRTR>enable
NTCRTR#?
Exec commands:
disable Turn off privileged commands
enable Turn on privileged commands
exit Exit from the EXEC and end the current session
help Description of the interactive help system
logout Exit from the EXEC
show Show running system information
terminal Set terminal line parameters
NTCRTR#

No, you are getting an intermediate command mode. For example, before
enabling, use show ? and look at what can be shown; do the same
thing after enabling and you will see the list is different.

You can't access commands such as "copy", but notice that you weren't
prompted for a password; and it would be a breach of security to
expose some of those commands to anyone who was authorized R/O and
has the small amount of wit needed to go to the CLI and 'enable'.
