The person, who I use to talk to using Netmeeting, is
receving the sound very badly. It sounds like IŽam talking
from a empty room. Is there anything I can do to solve
this problem?

From your description it is hard to determine what you or they are hearing.

If it is an echo though ( which is common if you and/or the other party are
using open microphones and speakers) just about the only way to effectively
deal with the issue is for both ends to use headphones or headsets.

There are ways to manage and reduce echo if speakers and microphones are
used with speaker and microphone placement and controlling gain/volume
levels but most are not practical and dependable for normal NetMeeting use
