You might have better luck arranging a hotel suite.
Netmeeting can handle 1-1 video chat, only the first two in a meeting
get video or audio. Text chat / whiteboard etc can handle up to 16,
though you start to be limited by bandwidth and the practical
limitations of everybody talking over everbody else.
I'd say 60 was a bit too ambitious, you might want to see what advice
Webex have for you with a 60 person meeting. I'd suggest a web forum
at that level of participation.
