I live in the vancouver b.c. area, and wondering if there is a net
meeting server that caters to people near me?

ILS servers tend to be not geographic( ILS requires anonymous access so
there is generally no way for enforce any limitations on who logs in). Use
by any particular group ( geographic or not ) is by convention only.

http://www.netmeetinghq.com maintains a list servers -- you may find
something there.
