I found an artical,
http://www.techtv.com/screensavers/windowstips/story/0,24330,3309782,00.html
, and was wondering if it's true that NetMeeting has been replaced with
Windows Messenger? And if so, what is the best way to set that up for an
intrasite setup?

NetMeeting has not been "replaced" by Windows Messenger(at least not yet),
though it is true that Windows Messenger has nominally many of the same
features and that Microsoft has publicly indicated that NetMeeting will
disappear from future offerings.

I am not totally sure what you are asking here but I assume you want to run
Windows Messenger on an intranet?

If you want to run Windows Messenger (Windows Messenger only runs on XP,
Windows 2000) on non internet connected network you must provide a Messenger
server of some kind (if stations are internet connected they can use the Msn
provided servers).

A separate server ( Live Communications Server 2003) is available for
purchase (http://www.microsoft.com/office/livecomm/prodinfo/default.mspx)
