Hi,
Can you video-conference with another person if they do not have the
netmeeting application open on their computer?

No -- but any of the connection strategies using Windows/MSN Messenger, AOL
IM, ICQ automatically start NetMeeting as required.

What if you were not logged into an application such as Windows/MSN
Messenger, AOL or IM, ICQ?
Is there anyway to contact another user if the only information stored about
them is their IP address or DNS?

Then you have to use another method of initiating the call -- in which case
both ends will have to have NetMeeting running.

The other end must be running NetMeeting waiting for the call in this
instance. The "Run NetMeeting in the background when Windows starts"
checkbox is designed to allow NetMeeting to run to wait for a call and be as
unobtrusive as possible.

No.
In case of other trouble you can find Yahoo Messenger, Eyeball Chat, or Paltalk
via Google.
