There is no "one" user list.

http://www.meetingbywire.com/NetMeeting101.htm has a discussion of how
NetMeeting calling works. One mechanism to initiate a call is to use an ILS
server (Microsoft no longer operates an ILS server but there are a number
of 3rd party servers - http://www.netmeetinghq.com has a list of mostly
operating servers)
