If it is XP Pro the Group Policy editor allows access to the same settings
as the resource kit for Win9x systems.
I am not sure how it could be done with XP Home (perhaps the policy
settings registry changes could be tracked and duplicate on XP Home -- not
sure).
You could make secure or data only calls that would force no H.323 or
audio/video connection -- that would be easier and might accomplish the
same purpose.
