I am looking for Api for ISDN devices. Ideally one that works on
Windoze machines. I did not find anything on the MSDN site.

There is one, CAPI 2.0. have a look at www.capi.org
It is a international standard which is also found in ITU (www.itu.org)
T.200 and ETSI (www.etsi.org) ETS 300 838
It is available for various OS, ofcourse also for windows.
