I need to do a 3 or more party call using netmeeting, I understand that one
can do 1:1 video/audio but others can join and get whiteboard and chat..
right?

Yes NetMeeting supports multiparty data calls with no external server. The
limit of number of parties is governed by the hoster's operating system (
the hoster being the first caller if not defined by an explicit host
meeting function).

I am not sure what the limit is for XP -- more than 16 afaik -- both older
O/S Win9x limits can be as low as 8.

More than 16 is often impractical from a logistics pov anyway.
