I have been having consistent problems with my ISDN line from Verizon.
It is a standard BRI. I am over 18000 ft from the CO, so they
installed a repeater outside my house. The ISDN line will come up but
I get alot of debug messages and the line goes down. L1 actually shows
deactivated. It keeps going up and down, they verizon techs are
clueless and have sitched pairs, installed new cards, etc.. Sometimes
it works for a few weeks, then its up and down again. I am interested
in an explanation of the following debug outputs.

Not sure I'm any help here, but it looks like your connection
regularly shuts down Layer 2 as well as Layer 3. I've never seen that
on my SBC line, and I'm 36 miles from my CO.
My 804 sometimes has problems getting Layer 2 up if it has been
disconnected or the power to the repeater has been out. If I don't see
"MULTIPLE_FRAME_ESTABLISHED" in the status, it isn't going to work, no
matter how long I wait. I have to keep unplugging the cable or cycling
power until the status comes up correctly. Then my Layer 2 stays up
for weeks or months on the same TEI, until there is some power glitch.
I can't imagine how much hassle I would have if Layer 2 dropped after
every call!
The other thing I've seen here is that if the backup batteries in the
repeater hut are bad, almost every AC power failure will destroy my
line card. It will test good, and sometimes will synch up, but there
will be lots of data errors until they swap it out.

add the following commands to your config
service timestamps debug datetime msec localtime show-timezone
service timestamps log datetime msec localtime show-timezone
